邱承德（1931.6-）男，浙江省定海人。中央工艺美术学院原教务处长、原图书馆馆长，教授职称，中国美术家协会会员、北京科普作协会员，欧美同学会会员，人民大学徐悲鸿艺术学院设计系负责人，北京市民族大学校董会董事。擅长版画、平面设计。
1949年6月任《上海劳动报》社美编。1954年入中央美术学院学习，1960年毕业于捷克布拉格高等工艺美术学院斯伏令斯基教授工作室，后到中央工艺美术学院装潢美术设计系任教，历任教务处长、图书馆长、系副主任、教授。著作有《书籍装帧设计》、《标志图形》、《工艺美术报考指南》、《艺术研修—美术篇》、《窦娥冤》唱片封套、《望江亭》唱片封套，、《打金枝》唱片封套、《世界电影史》书封、人体解剖学》书封《1982经济年鉴》精装本书封等。作品《祥林嫂》曾参加意大利米兰市第13届国际旅游招贴画双年展（1979）获特别审查奖。离休后，但仍在北京建设大学、北京现代实用美术学院、北京中国科技经营管理大学、北京培黎大学、北京东方文化学院、北京海淀走读大学新闻学院等校兼课。1994年赴法国、英国、意大利、土耳其、希腊、埃及、以色列、捷克、梵蒂冈、莫纳哥等国考察艺术教育，并在巴黎国际艺术城举办个展。
