杭穉英，女，原籍海宁，出生成长于上海。自幼受家庭熏陶，喜爱文学美术。1953年毕业于浙江美术学院，在中央美术学院雕塑创作室工作，曾参加武汉长江大桥及北京市室外大型雕塑创作。1962年后在工艺美术研究所从事牙雕艺术设计及研究工作。曾任中国工艺美术学会北京分会副理事长、中国美术家协会会员，工艺美术师。中国共产党党员。作品有《小憩》、《武术》、《周总理凯旋归来》等。作品多次被选入全国美展。其中《小憩》、《李时珍》收入1986年出版的《中国当代女雕塑家作品选集》。
