宋雨桂，1940年9月出生，汉族，大学学历，民革党员。山东临邑人，后迁居东北。自幼随母习画。别名雨鬼，独创北派山水画技法，擅长中国画、版画。自幼随母习画。1960考入鲁迅美术学院绘画系预科。1965年毕业于鲁美版画系，后参军。1979年调入辽宁画院任专职创作员。历任辽宁画院专业画家，辽宁美术馆馆长，辽宁美术家协会主席，辽宁省文联副主席。现为民革中央画院院长、中国美术家协会理事、辽宁省文联副主席、辽宁美术家协会主席、辽宁美术馆馆长、国家一级美术师、辽宁省政协常委、民革辽宁省副主委。

中国美术家协会会员，现任辽宁美术馆馆长，辽宁美术家协会主席，辽宁画院国家一级美术师。享受国务院政府特殊津贴。该同志拥护党的文艺方针政策，积极投身艺术创作。获全国五一劳动奖章，辽宁省五一劳动奖章、辽宁省“五一劳动奖章”，被评为辽宁省优秀专家。

没灵感不动笔
宋雨桂是一位天赋很高，悟性极强，才华横溢的书画家，有“鬼才仙气”之美誉。擅长山水、花卉、书法，尤以山水著称于世。其山水结构布局，精微大气，笔墨交融，干湿互施，连笔劲爽，用色淡雅。作品尤崇尚“气韵”，笔尖、肚、根皆能连用自如，放笔运转千万变化。他曾创作过一幅水墨《槐露》，阔笔大墨、淋漓尽致，虽干犹湿，气势酣畅。可以说，中国画十八般武艺在《槐露》中得到了充分的展现，也显示了宋雨桂深厚的艺术功力和过人的才华。以笔者之见，这幅《槐露》完全可以跻身当今最经典的水墨之列。
宋雨桂的绘画创作有诸多与众不同。比如，他不是天天画画，没有灵感一般不动笔。灵感来了，往往又会夜以继日地创作。有一次，他为了创作连续28天未上过床，其忘我至如此。而对每一次绘画作品，不论是大是小，几乎都要长题，有时一次题完后感觉还不够，他会第二次再题。其文学功底和画外修养甚是了得，而这一点往往是绝大多数中青年画家所欠缺的。
宋雨桂的用印亦十分讲究。除了名章外，还请很多篆刻家刻了大量闲章和微雕防伪章，每遇佳作，往往会挑选几方盖上，为作品增色。
宋雨桂颇擅书法，精于草书，自成一体。后因车祸，右手基本丧失书写能力，改用左手。出人意料的是，左笔雄健跌宕，别开生面，并每每与绘画相得益彰，堪称一绝，不少藏家喜爱他的书法胜过绘画。
