袁卫平，字和庵。室名润心斋。1964年10月生于天津。先后毕业于南开大学、天津美术学院。现为中国书法家协会会员、编辑出版委员会委员，中国国际书画艺术研究会理事、副秘书长，中国民族书画院院委会委员、艺委会委员，文化部青联美术工作委员会委员，书画中国网首席执行，《中国当代书画家辞典》编委会秘书长、执行主编，《中国书画报》编委会秘书长、编辑部主任，《中国书画》杂志特约编审，《美术观点》杂志编委，北京大成逸品文化传播有限公司艺术总监，北京大得国际拍卖有限公司艺术顾问，天津师范大学艺术学院客座教授，天津盛世国风艺术馆馆长。
袁卫平长期从事书画专业新闻工作，于编辑出版方面积累了丰富的经验，取得了丰硕的成果。在《中国书画报》20余年工作中，编辑出版的报纸达数千万字、近1500期，撰写并发表了大量书画新闻、评论文章。另外，还先后主编、合编有《中国书画篆刻年鉴》、《中国书画名家作品集》、《中国书画信息大全》、《中国画评审标准谈》、《巾帼翰墨情书画作品集》、《书画中国——书画家系列作品集》、《净缘百家书法精品集》等大量专业学术书籍。
袁卫平于书画活动、艺术展览等方面做了大量的工作。先后策划组织
了“纪念中国航天事业创建五十年书画展”、“中国书法篆刻学术研讨会”、“全国书画专业媒体书法家作品年展”、“全国书画专业媒体论坛”、“‘书画中国’年度影响力人物评选暨颁奖盛典”、“千岛湖水秀丹青——全国书画名家作品邀请展”、“孙其峰师生画展”、“玛歌春天——全国雕塑名家作品邀请展”、“天津江西优秀中青年书法家作品展”、“天津油画家作品邀请展”、“世纪之春——中国书画作品展”、“刘荫祥水墨画小品展”、“毛国典水彩画小品展”、“盛世国风中国书画年展”、“当代书画名家采风写生”等一大批在全国颇具影响的艺术活动。
袁卫平的书法创作独具特色，且涉猎广泛，上溯汉魏晋唐，下至明清诸家，并以楷、隶见长。其作品在深研传统的同时，融入现代审美意识，具有平和、高古、端庄、超逸的艺术特点，先后入选“西泠印社首届国际书法篆刻艺术大展”、“全国隶书大展”、“第四届全国楹联书法展”、“首届中国书法艺术节扇面名家作品展”、“全国百位书法名家精品展”、“全国优秀中青年书法家作品展”等一系列展览，并被国内外多家艺术机构和各界知名人士收藏。2008年9月25日至28日，袁卫平的书法作品搭载神舟七号载人航天飞船完成太空飞行艺术之旅。
袁卫平不仅在书法艺术、编辑出版、活动策划组织诸方面成绩卓著，而且热心公益事业，多次参与扶贫、赈灾、希望工程等公益慈善活动，捐赠作品，奉献爱心。积极组织、参加各种形式的文化艺术采风活动，先后赴山东、山西、内蒙古、安徽、浙江、广东、黑龙江、湖北、贵州、甘肃、陕西、香港、澳门等地以及韩国、日本、新加坡、马来西亚、泰国及欧美国家进行艺术交流，举办展览、讲座，为书画艺术的普及与推广做出了积极的贡献。
