北京平谷人。1976年毕业于首都师范大学美术系。现为中国山水画研究院院长，中国美术家协会会员，北京美术家协会理事。擅长中国山水画。画风苍莽大气，笔墨劲健恣肆。

代表作品有：《雪漫群山》、《燕山深处》入选中国画坛百杰作品展；《西北情组画》入选第八届全国美展；《出山图》、《秋山图》入选第十三次新人新作展；《燕山秋韵》、《风雪燕山》入选文化部举办的“中国画精品展”。有多幅作品在国内外展览中入选或获奖。

多年来，不少作品在《美术》、《国画家》、《美术研究》、《中国画》等杂志、刊物上发表；并被人民大会堂、中南海、天安门城楼、毛主席纪念堂及各美术馆、博物馆收藏。多次在国内外举办“陈克永山水画展”。

1996年中央电视台“书坛画苑”栏目，专题播放了《走进燕山峡谷——访青年画家陈克永》。出版有《陈克永山水画集》。
