1956年生，安徽省淮北市人。毕业于安徽省艺术学院美术系。现任中国美术家协会会员、安徽省中国画研究院副院长、安徽省美术家协会理事、安徽省黄宾虹院院士、安徽省书画院特聘画家、全国第七届美代会代表。其作品入选“第九届、第十届、第十一届全国美术作品展”，“2003年全国中国画作品展”优秀奖、“安徽省首届美术大展”银奖、“安徽省第二届美术大展”铜奖、“安徽省第三届美术大展”银奖等。2004年随政府代表团赴韩国访问，进行文化交流。出版有《赵规划山水集》、《艺术，生活50年》等个人专著。电话：
