王心刚，天津天穆人。1991年毕业于天津美术学院国画系，获学士学位。同年10月，在天津艺术博物馆举办个人画展。1994年起王心刚师从何海霞先生学习山水画，为“大风堂”的再传弟子。1993年至1997年就读于解放军艺术学院。1997年3月在中国美术馆举办个人画展。2003年至2005年在中国艺术研究院完成美术学研究生课程和博士课程。2015年1月在天津美术馆举办《熔铸古今——王心刚中国画作品展》。

王心刚现为中国人民解放军总参画院副院长兼秘书长、中国人民解放军美术书法研究院公共美术部主任、中国美术家协会会员、中国工笔画协会理事、中国艺术研究院高级访问学者、《中国画典》主编、天津美术学院客座教授、天津工艺美院客座教授。

Mu Ren of day of Wang Xingang Tianjin. Was graduated from department of traditional Chinese painting of Tianjin academy of fine arts 1991, obtain bachelor's degree. In August 2007, his work "Taihang soul" was selected into the National Art Exhibition for the 80th anniversary of the founding of the army and won the Bronze Award (the highest award of landscape painting).
