1912年出生，祖籍新疆额鲁特部(今卫拉特)。中国艺术研究院美术研究所研究员，中国美术家协会会员，中国民间剪纸学会顾问。13岁即涉足艺事，1929年加入中国画学研究会。1946年在上海举办个人画展。
从艺70余年，在山水画、漫画、剪纸、剪影、速写、汉画艺术等门类均有建树。20世纪30年代其作品曾到伦敦、大阪等地展出。1933年参加周口店“北京人”头骨复制工作。创作了大量的山水画、漫画、剪纸、剪影、速写等作品，此外，出版发表的主要作品有：《陈志农的老北京风情速写》、《旧京百影》、《画说老北京》、《北京民俗剪纸艺术》等。
