章西崖，又名凤升，笔名艾士、西艾、西哀士。祖籍浙江绍兴，生于杭州。1936年入国立杭州艺术专科学校学西画，1937年离校投身抗日救亡活动，从事抗日木刻版画和漫画创作，为上海漫画界救亡协会组织的抗日漫画宣传队成员之一，1939年在浙江金华参与创刊抗日综合性刊物《刀与笔》杂志，为编委之一，并与张乐平等在江西上饶为《前线日报》编《星期漫画》副刊。1943年在福建南平剑津中学任美术教员，抗日战争胜利后返杭。1946年在上海《前线日报》主编《星画》，同年秋在杭州《东南日报》主编美术版旬刊。1946年在上海参与中国木刻研究会改组为中华全国木刻协会，任常务理事，同年参与发起组织上海美术作家协会。1949年应聘为上海戏剧专科学校教授。
1956年起在上海新文艺出版社从事书籍装帧设计。装帧代表作有期刊《刀与笔》和书籍《汛》、《堡垒》、《南国的树》、《老人与海》等。其木刻版画、装饰画和装帧设计，精于单线表现，线条圆润精炼，运笔从容，流转自如。1991年中国美术家协会和中国版画家协会授予“中国新兴版画贡献奖”荣誉证书和奖章。出版有漫画木刻集《火与力》、《西厓装饰画集》等。为中国美术家协会、中国版画家协会、上海市美术家协会会员，上海文艺出版社编审，国际水彩画联盟成员，上海交通大学艺术系顾问。
