李建英70年代初生于敦煌，先后毕业于张掖师专美术系、西南大学美术学院、西安美术学院、文化部“重彩画高研班”。现为中国美术家协会会员、甘肃省美术家协会理事、中国工笔画学会理事，中、日、韩三国美术家联盟理事、国家一级美术师。1996-2001年在敦煌莫高窟临摹、学习，由段文杰、李振甫等著名敦煌学及敦煌壁画专家亲教。2002年成立建英敦煌艺术工作室，专门从事敦煌壁画的研究临摹及再创作。2003年受邀参加北京国际艺术博览会，作品《飞天》获得金奖并被博览会组委会送予国家主要领导人收藏。
李建英的艺术成果及画展被人民日报、中央电视台文化频道、国际频道、新华网、人民网、中新社、欧洲新报、杜塞尔多夫电视台、日本国NHK新闻频道、澳亚卫视、凤凰卫视、中国青年报、文艺报、北京晚报、东方卫视、甘肃日报、甘肃电视台、酒泉日报及敦煌文化旅游报等国内外多家媒体介绍并报道。
多幅作品被甘肃省委、省政府、省委宣传部作为省礼赠予国家领导人以及美国教育部常务副部长米勒先生等国际知名人士收藏，并被国内外专业美术机构、艺术馆收藏研究。
2005年3月-5月应日本龙道华彩株式会社的邀请，作品在日本东京、北海道、大阪三地进行巡展。
2008年8月由甘肃省美术家协会主办“盛世佛光·敦煌神韵”建英画展在甘肃省艺术馆举办。
2010年1月“盛世佛光·敦煌”建英画展应邀在北京朝阳美术馆展出，同期被“世博会·甘肃馆”聘为敦煌艺术专家指导。个人传略被编入《敦煌印象》一书。
2011年8月应邀在美国旧金山亚洲艺术中心举办敦煌壁画个人画展。
2011年10月-2012年2月由中国驻德国大使馆和德国杜塞尔多夫孔子学院邀请并举办“敦煌的灵感与中国绘画的原始力量——李建英画展”，并推介在德国、法国、比利时、荷兰、意大利巡展。
展出期间多次被欧洲新报、杜塞尔多夫电视台、布鲁塞尔电视台等欧洲专业媒体介绍并报道。甘肃日报文化版头版头条以“让敦煌绘画艺术走向世界”对建英欧洲画展进行了整版报道。
2012年2月以唯一一位“敦煌本土画家”被中国美术家协会和甘肃省委宣传部提名列席“2012年中国美术家协会工作会议”，与当代中国著名美术家研讨“敦煌画派”。
2012年3月出版《李建英作品集》。
2012年当选甘肃省美术家协会理事。
2013年加入中国美术家协会并被录入《中国美术家协会会员大辞典》。
2014年出版《敦煌神韵·李建英作品集》。
