笔名琇璎，斋号大俗居，1946年生于河北蠡县。1975年毕业于湖北艺术学院美术系中国画专业。先后任职于荆州博物馆。现为湖北省美术家协会理事、湖北省荆州美术家协会副主席，荆州群众艺术馆研究员。
二十多年来，陈秀英坚持不懈地从事中国画创作。其写意人物画常以活拨可爱的儿童形象为题材，运用在交融的彩墨上钩勒流动的线条、点缀以鲜艳色彩的方法，使画面具有较强的动感。在工笔重彩画中汲取楚文化和民间美术的营养并融入了强烈的个性。运用点、线、面的排列与穿插安排饱满的构图，力求色彩古朴、浓丽而不失典雅的东方艺术的神秘色彩，使画面具有较强的现代感和装饰效果。作品《太阳神》、《东方神灵》、《扛箱官》、《春牛迎春》、《红白喜事》、《洞房花烛》等都在国家级的展览中获奖。许多作品在省级展览中获奖及在各类报刊上发表。《文艺指导》、《中国书法报》、《羲之书法报》、《92中国美术家》、《中国当代艺术界名人录》、《二十世纪、中华书苑掇英》等多种报刊和辞书均有介绍.出版有个人专集《陈秀英重彩画选》。
