朱培尔，中国书法家协会《中国书法》杂志副主编，中国书法家协会篆刻艺术委员会副秘书长，西泠印社理事，南京印社副社长，北京大学等首都16家高校联合体书法教授，江南大学客座书法教授，江苏省中国画院、南京书画院特聘画家等。曾多次担任全国中青年书法篆刻家作品展、全国篆刻艺术展、当代篆刻艺术展、全国西部书法篆刻展、全国农民画展等中国文联、中国书协主办展览的评委。

 出版和主编《中国二十世纪书法经典/吴昌硕卷》《当代青年篆刻家精选集/朱培尔卷》《朱培尔山水小品集》《当代著名青年书法家精品集/朱培尔卷》。

 甘肃画院院长、甘肃书法院院长，教授、国家一级美术师马国俊：在艺术作品的创作中，朱培尔先生十分重视艺术形象的塑造。艺术作品是艺术家与欣赏者相互 沟通、交流的媒介和桥梁，艺术家正是通过大胆地塑造丰富的艺术形象来完成艺术作品，实现艺术交流的最终目的。培尔君是一位十分重视艺术形象塑造的艺术创造者，他的艺术作品的呈现形式主要表现在篆刻、书法、绘画三个方面。他正是通过这三种不完全相同而又联系十分紧密的艺术语言，默默地传递着他内心深处的无限变化之情。他专于篆刻、精于书法、长于绘画。他的篆刻起于秦玺，入于汉印，融合古今，化为己有，任意为之，自出天趣，博得不少篆刻艺术家的美誉。目睹了《当代青年篆刻家精选集·朱培尔卷》一书，真令人心醉。他的书法源于传统，重于创意，富于变化，合于时代，强调性情的表现与流露，但又并不追逐现代书法的抽象与模糊，逐步形成了既富有个性，又完全符合时代气息的新型书法语言。概而言之，培尔君的篆刻、书法、绘画创作的共性在于重视艺术形象的塑造上，他精于个体线条的创造，重于整体作品造型的追求，并将全部的心思放在用新的、丰富的、具有一定张力的艺术语言来充分表达自己的阶段性的、不断深化 的心灵感受上。

在艺术理论的研究方面，朱培尔先生又很善于总结、概括审美体验和感受，并不断形成自己独特的审美理想和追求。一位高超的艺术家，同时也是一位思想家、美学家或艺术理论家，在中外艺术史上不乏其例。朱培尔先生之所以在艺术创作上有高追求、新探索，这与他在艺术理论上的思考和研究是分不开的。他勤于思考，勇于探索，善于积累，长于思辨的思维方式和创新精神，从他的论文和言语中可以感受出来。他在《精神的寻绎与灵魂的自赎》一文中就艺术创作是这样说的：“艺术创作的目的何在？是精神迷狂的发泄？是某种个体心理的体现？亦或是创作过程中艺术家心灵与人类原始精神的交融？”他对艺术及其创作的理解，已经上升到从人的心理、精神等艺术本质的分析与艺术理念的提炼和概括之上。他认为：“艺术家创造力的最深源泉，正是这种无处不在的原生状态，它使得艺术家的作品，有可能具有一种前所未有、神秘莫测和无穷无尽的创造意义。”他理想中的“全新意象”，是经“原生状态”的瞬间唤醒的艺术家的“心声”，“是一种从未有过的全新精神体验”。
