余文治重庆人。擅长水彩画。中国民主同盟会会员，1933年毕业于北平大学艺术学院西画系。历任重庆大学建筑系讲师，国立剧专副教授，西南美专、西南工专建筑科教授，重庆大学建筑城市规划学院美术研究室主任、教授。
1927-1933年就读于北平艺术学院西画系，当时著名艺术大师徐悲鸿先生出任该院院长兼西画系主任。并直接教授素描等课程，使其受益匪浅，6年的预科和本科学习为今后从事美术教学和创作打下了坚实的基础。毕业后曾先手担任中国美术教员，重庆大学建筑系讲师，国立剧专副教授，西南美专教授兼西画系主任等职。解放后任重庆大学、西南工专、重庆建筑工程学院（后改为建筑大学，现重庆大学）教授。直至1990年才离开教学岗位。
在长达近60年的美术教学和创作生涯中，余老可谓桃李满天下，他在繁忙的教学工作之余，充分利用每年暑假带学生去各地风景名胜进行水彩画实习的机会，广泛收集第一手资料，创作了大量水彩画作品，其中一些作品曾先后在全国及省、市美展上展出，获得好评。十分可惜的是，这些作品在文革中惨遭浩劫，数十年心血付之东流。文革后迎来艺术的春天，此时余老已经年近花甲，他没有忘记艺术家的责任和良知，为了创作更多的作品，让人民感受祖国河山的壮美，感受大自然的神秘和魅力，他重新背起了画板踏上了艰辛的征程。在广泛收集长江沿岸人文景观素材的基础上，与简以正教授一道，创作了巨幅壁画《碧水青山》和《大江东去》。这两幅巨作各长25米，宽2米，其画面气势恢宏，长江沿岸景色尽收眼底。该画卷作为历史的见证在长江三峡大坝建成后更显其重要价值。
作品有《黄山烟云》、《千年银杏》、《大江东去》等。
