湖北省宜昌人，1921年出生，1945年毕业于武昌艺专，师承著名旅欧画家唐一禾、冯法祀等，其艺术生涯始于30年代，承续了老一辈艺术家留学西欧的西方古典绘画传统，又揉合了中华民族文化所特有的美学思想，最终建构起自己独特的油画、水彩世界，学生时代便有作品参加同盟国在英国伦敦举办的“世界反法西斯画展”和和当时的全国美展。解放后又创作了大批反映祖国山河及长江三峡火热生活的优秀作品。并作为湖北省美协筹委，为省美协的建立发展，做出了重大贡献，也是"江汉画派"的先驱者之一，在油画、水彩画两方面都取得了突出成就。因其三峡油画，水彩画开先河之功而被美术界誉为“画坛纤夫”。成为新中国美术事业的开拓者之一。湖北省以及宜昌市美术事业奠基者和领导人，毕生从事美术事业，成就卓著，蜚声海内外。
冯中衡一生入川数百次画三峡，并周游名山大川，画遍祖国山河，其性格旷达豪放，是我国是很有影响的画家，他的油画色彩老辣、笔触豪放，水彩画则兼收并蓄，运用中西结合技法，敢于大胆的技巧创新，为我国水彩画史革新代表人物之一。冯中衡一生最为突出的成就就是画三峡，点画勾斫写实与泼彩写意并用，用笔强悍老辣，善用各种技法色彩表现名山大川和自己的故乡三峡，画长江三峡过程中表现出其雄强个性而在画坛独树一帜。深得我国大家吴冠中、李剑晨、冯法祀先生赞赏和推崇。并与扬立光、刘国枢、汤文选、刘一层等武昌艺专校友为新中国美术事业做出了重大贡献。
解放后历任：
湖北省美协筹委、湖北省美协历届理事、中国水彩画协会理事、湖北省美协水彩画艺委员会顾问、湖北省宜昌市群艺馆美术部主任、研究馆员、宜昌市文联主席、宜昌市美协主席、名誉主席。2003年被评为湖北省文化名人。

《武汉长江大桥在兴建中》、《宜昌港》、《川江航运》为省博物馆收藏，有的作品被长江文艺出版社印刷成宣传画出版；80年代创作的《黄金水道》被北京美术馆收藏，《夔门》被香港美术馆画廊收藏，《夜泊>>参加中国水彩大展被美国纽约美术馆收藏，《背山》参加台湾海峡两岸水彩大展被收藏，有数件作品被江苏美术馆收藏，《纤夫》、《三峡》、《三峡勘探》、《鄂西风光》、《宜昌港组画》、《重庆一九五七》、《云断巫峡>>、《蜀道难》、《雄关》、《峡江暮色》、《大江东去》、《搏斗》、《汹涌澎湃》、《神龙架》、《万里长江寻源图》、《上游》、《朝辞白帝》、《神女无恙》、《闯滩》、《龙魂》、《古树》、《三峡古迹》等，1995年创作的《凌宵》作品参加中国水彩大展获银奖。其作品参加海内外各种画展获奖次数和所获奖项不胜枚举。其水彩画，油画在国内的香港、台湾、武汉、南京、上海办个展并多次参加中国水彩大展，而且远涉重洋，在英国、美国、科威特、菲律宾、台湾、香港等国家和地区进行艺术交流和展出，引起海内外各界名流的关注。

为中国美术院等国内外美术机构及个人收藏，有数百件艺术作品先后被英国、美国、德国、台湾、香港机构、上海、武汉、杭州、南京等画廊拍卖公司收藏，其作品载入《中国美术全集》、《中国当代水彩画艺术》、《第三届全国水彩画、粉画展览作品集》等多部大型画册，艺术成就及作品载入1999年版、2009年版《中国水彩画史》成为中国水彩画史上的'革新和现代形态的形成时期'中国水彩画的代表人物。(见2009年版《中国水彩画史》第176页177页212页213页220页至222页)。《中国水彩画史》已经成为高校专业课首选教材以及高等美术院校水彩专业班和研究生的史论教材。
