戴永杰，男、1964年11月生，先后毕业于宁夏大学美术系和陕西师范大学美术系。2001年结业于中国美协杭鸣时工作室第二届粉画高研班。中国美术家协会会员，宁夏美协理事，宁夏美协水彩画艺术委员会副主任、宁夏美协油画艺术委员会委员。银川市美协理事。香港国际画院粉彩画（pastel色粉画）艺术委员会副主席。多年来进行色粉画、油画、水彩画创作研究。被美术界誉为“宁夏色粉画艺术的拓荒者”。
艺术简介
2000年，色粉画《陶罐与红果》获第三届全国五自治区美术作品展铜奖。
2002年，色粉画《溪山脚下》入选纪念毛泽东《延安讲话》发表60周年全国美术作品展。
2003年，色粉画《桃花村》入选全国首届粉画展，随后又入选2003年北京国际双年展，由中国(苏州)粉画艺术馆收藏；
2003年水彩画《塞北秋韵》入选全国首届小幅水彩画展。
2004年，色粉画《故土》入选第十届全国美术作品展览。
2006年，油画《乡音》入选第三届西部大地情全国美术作品展览。
2007年，色粉画《丝绸古道》入选第八届全国水彩粉画作品展览。
2009年，国画《秋唱山林》入选上海东方美术馆建馆五周年全国名家邀请展。
2011年，色粉画《大漠春风》入选第二届中国粉画展。
2011年，《当代中国粉画家------戴永杰》由古吴轩出版社出版发行。
