刘飞，1967年3月16日出生，河南许昌人。1989年毕业于西北师范大学美术系油画专业，1992年结业于中国美术学院工艺系。现任中国美术家协会会员，甘肃省美术家协会理事，甘肃省美术家协会水彩、水粉画艺委会副主任。兰州商学院艺术学院副教授。美术作品曾多次在全国、全省美术作品展览中获奖井展出。
1985年至1989年西北师范大学美术系油画专业毕业，1991年至1992年中国美术学院工艺系装潢专业结业，1989年至今兰州商学院艺术设计及美术创作教研室主任。
1996年4月水粉《静物》参加“第三届全国水彩、粉画展览”，1999年12月水粉《静物》参加“第九届全国美术作品展览”，2001年11月水粉《干花》参加“中国美术家协会第十五次新人新作展”，1999年7月水粉《静物》获“甘肃省美术作品展览”一等奖
