刘建鹿1969年出生于青海西宁，山东籍。现为中国美术家协会会员，青海省美术家协会理事，青海省美术家协会水彩画艺委会主任。西宁画院院外画家。2015年7月结业于中国文联文艺研修院。作品曾入展“第二届全国青年水彩画作品展”、“第十二届全国美术作品展”、“第二届朝圣敦煌全国美术作品展（获奖）”。2014年获“第七届青海省人民政府文学艺术奖”。
