男，1973年9月24日出生于内蒙古。中国美术家协会会员。1996年毕业于内蒙古师范大学美术系本科，获学士学位，同年留校任教。现任教于内蒙古师范大学国际现代设计艺术学院，副教授。1998年赴马来西亚艺术学院进修现代艺术设计；1998年、2000年两次荣获内蒙古师范大学第五届、第六届科研成果文艺创作三等奖；；2001年被批准入会，成为中国美术家协会会员。承担过的主要课程：设计素描、装饰色彩、立体构成、广告设计形态学、室内设计入门、室内设计表现技法、室内设计透视、制图、室内设计家俱设计、室内设计灯饰设计、室内设计装饰艺术等课程。2002年被评为“中国设计师500强”。2003年被国家留学基金委录取为国家公派赴“俄罗斯国立师范大学”攻读硕士学位。2005年以优异成绩毕业获俄罗斯联邦艺术硕士学位并获得“优秀硕士毕业生”称号。分别于2005年、2006年在俄罗斯列宾美术学院，中国内蒙古美术馆两次举办个人画展。出版个人专著《俄罗斯艺术之旅——张可扬作品集》。
