上海人。原籍浙江余姚，1954年毕业于中央美术学院华东分院，现为中国美协会员、南京艺术学院教授、东南大学艺术学系兼职教授，早年受教于潘天寿、刘开渠诸大师。2003年回上海定居。冯一鸣善画人物、走兽及山水。对国画传统有厚实的功底，而又锐于创新，画风洒脱、厚重，别具特色。尤以造型严谨而不失生动而著称画坛。参加多届全国美展与国际大展、并在港、澳、台及莫斯科、意大利、日本、马来相亚、新加坡、泰国等地举办个展和联展。作品曾为天安门城楼、中国国家画院、柬埔寨王室、日本吟诗院、泰国曼谷画院、马来西亚艺术院校所收藏。

1999年着手国画《浩气贯神州》巨幅长卷（15米x1.2米)，其中《马蹄声声晨雾开》发表于《上海艺术家》杂志，其余陆续发表于《当代美术》、《上海艺术家》等画刊；
1998年赴俄罗斯考察环境艺术，并与列宾艺术学院进行学术交流；
1997年北京金融街的汉白玉雕塑《神州石狮》完成，历时20个月，由冯一鸣设计、集体制作。作品重200余吨，为当时北京最大石狮；教材《怎样画鸳鸯》香港明天出版社再次出版；
1996年为江苏沭阳创作不锈钢城雕《向阳之路》，由冯一鸣设计、集体制作；
1995年应柬埔寨公主帕花黛维邀请赴吴哥作艺术考察并为石窟艺术修复提供咨询，公主代表王室收藏冯一鸣国画《雄师图》；
1994年冯一鸣、尹健合作《龙腾狮舞》木雕壁画，入选第八届全国美展；国画《舔犊之情》由天安门管理处收藏陈列，并入编《天安门珍藏书画集续集》；应邀参加吉隆坡国际水墨画展；冯一鸣、陈望秋画展在马来西亚中央艺术学院展出，大马议长翁诗杰及吉隆坡中央艺术学院院长郑浩千主持开幕式；
1993年为江苏黄海之滨的海悦广场创作的音乐喷泉雕塑《海的旋律》由冯一鸣设计、集体制作完成；“冯一鸣精品展”在台北展出，其中国画《凌云图》、《君寿千年》发表于台湾《艺术家》杂志（93年3期），台湾“长春坊”收藏；《冯一鸣动物画艺术》发表于《香港文物世界》杂志99期，由季崇健撰文，介绍冯一鸣动物画作品20幅；
1992年《冯一鸣画册》天津美术出版社出版；为江苏茅山旅游区创作铸铜雕塑《神牛》由冯一鸣设计、集体制作；教材《怎样画工笔人物画》由上海书画出版社、香港明天出版社出版；为南京水泥设计院创作《腾飞》陶瓷壁画，后又制作成丝壁挂、丙稀壁画，并入编《冯一鸣雕塑壁画集》，由辽宁美术出版社出版；
1991年《唐诗组画》系列在日本东京都展出，作品由日本吟诗院收藏；为中国教育电视台主讲《国画动物画系列》狮、虎、豹、马、熊猫、松鼠等水墨画技法电视片，该片在国内及东南亚国家播放；
1990年由冯一鸣设计、集体制作的《神州八骏》紫铜壁画，立于连云港物资大厦门厅；电视片《多彩的足迹—介绍环境艺术家冯一鸣》（朱葵撰文）在江苏电视台播出；
1989年为南京玄武饭店创作的大型沥粉壁画《金陵十二钗》由冯一鸣设计，与李海陆、张友宪共同制作完成，并参加全国美展，次年获江苏省优秀作品奖；受南京市政府委托由冯一鸣组织青年教师张静、钱大经设计，历时半年集体制作完成南京市城雕《金钥匙》、《花之舞》；冯一鸣在南通全国壁画会议上作《壁画的思索》发言，发言稿作为大会文件分发，在南京艺术学院校刊刊登；
