范垂宇，生于1943年，祖籍辽宁省海城市，生活、工作在黑龙江省大庆市。国家一级美术师，中国美术家协会会员，中国版画家协会理事，黑龙江省美术家协会常务理事，黑龙江省版画协会副会长。
1981年结业于中央美术学院版画系，大庆版画创作群体领军人物。画风概括、洗练、在空寂、静谧、恬淡中体现东方艺术韵味。
作品多次参加国家及国际展览，曾在美国、英国、加拿大、前苏联、日本、西班牙以及台湾、香港等国家和地区展出。其作品被国内外美术馆、博物馆及政府收藏50余件，其中中国美术馆收藏3件。
1943年4月生于辽宁省海城县。国家一级美术师、大庆市政协第五届委员会常委、中国美术家协会会员、中国版画家协会理事、黑龙江省美术家协会常务理事、黑龙江省版画家协会副会长、大庆市第三、四届美术家协会副主席、第五届美术家协会顾问、大庆市版画研究会会长兼大庆版画创作群体带头人。1965年5月在大庆油田总机厂参加工作，任厂工会干事。1972年10月调入大庆展览馆，任美术编辑。1980年5月调入大庆市群众艺术馆，任美术创作辅导员。1990年5月后任大庆版画院院长。
担任大庆版画创作群体带头人和大庆版画院院长后，范垂宇又全力主抓了大庆版画群体建设和大庆版画创作。于1986年4月先期组织成立了大庆版画研究会和举办版画长期创作班。省和国家美术家协会、版画家协会在此期间赴大庆召开了“全国工业题材版画创作研讨会”。从1987年4月到上世纪末，范垂宇和他辅导创作的大庆版画群体近300幅作品，应邀在黑龙江省美术馆和中国美术馆举办大庆版画专题展后，又先后参加了首届中国艺术节、两届全国美展、四届中国版画展、四届中国工业版画展、第二届中国版画版种大展、全国青年版画大展和赴香港、深圳举办大庆版画展及6次参加黑龙江省美展，参展作品的数量、水平均居全国各地市级参展单位之首。有116幅作品获省级以上奖，有12幅作品获国家一等奖或金奖，有5人荣获版画艺术最高奖“鲁迅奖章”，有28幅作品被中国美术馆收藏，有8幅作品被选入《中国现代美术全集》，有230余幅作品被《人民日报》、《光明日报》、《中国日报》（海外版）、《文汇报》、《文艺报》、《中国文化报》、《新华文摘》、《文艺研究》、《美术》、《中国版画》等20多家国家级报刊和部分省级报刊发表并刊载了评论，首都美术界、版画界在评论中认为：“大庆版画不仅不比专业版画家作品逊色，而且更富有朝气和新意”。在此期间，《版画世界》杂志发了专刊，黑龙江美术出版社和香港文学报社出版公司先后出版了《大庆版画集》和《大庆版画作品选集》，有200余件作品被推荐到美国、英国、俄罗斯、西班牙、加拿大、日本、新加坡、马来西亚、台湾等国家和地区展出，遵照省宣传、文化部门的要求，范垂宇还选派重点作者为人民大会堂黑龙江厅创作了巨幅版画。这期间，他本人和群体骨干创作的一批版画精品还被市委、市政府作为向国内外馈赠的礼品。
为了加强大庆版画创作群体建设，在十五年的管理实践中，范垂宇探索形成了“采取灵活的组织方式，管理群体队伍；运用正确的艺术观念，指导群体创作；重视领导的保障作用，加强群体建设；树立长远的战略目标，发展群体成果”四方面组建管理机制。使群体成员由最初的31人发展为50余人，有22人被吸收为国家版画家协会会员，成为一支令全国美术界瞩目的北疆版画劲旅。为了确保大庆版画艺术长效繁荣，范垂宇还争取市委市政府的支持，先后选送17名骨干成员赴中央美术学院进修，成立了10名编制的大庆版画院。到2010年，许多群体成员仍是大庆美术创作、版画创作的重要力量，骨干成员已成为大庆书画、版画专业创作机构的“掌门人”。对于大庆版画创作群体的管理成效和创作成就，省和国家文化部门曾多次给予表彰，继先后获省文化厅、省文联、日中艺术交流中心颁发的“黑龙江省美术创作优秀集体奖”、“黑龙江省优秀文艺创作群体”命名和“日中艺术交流金杯奖”后，1994年，大庆市又被国家文化部命名为“大庆版画艺术之乡”。1997年，大庆版画创作群体又代表黑龙江省在全国文化工作会议上介绍了组建管理经验，《文化导导》、《中国文化报》全文刊发了该经验做法文章。使大庆的版画创作与版画群体建设和大庆的话剧、舞蹈齐名，成为大庆的文化品牌和文化强项，成为新时期大庆的城市名片。
在做好大庆版画创作群体管理工作和辅导群体成员创作之余，这一时期，
范垂宇还先后创作了《老井》、《天涯情》、《月亮升起的地方》、《星光·月光·灯光》等20多幅版画精品，连同早期的优秀作品近20次参加国家和国际版画展览，有近40件作品被中国美术馆等国内外各大博物馆及相关机构、个人收藏，有两幅作品分别被收入中国最高规格、最大集成的美术、版画作品集《中国现代美术全集》和《春华秋实·1949～2009新中国版画集》。著名版画家李琦、古元、晁楣等和美术理论家杨悦浦、马克等都在文章中给予赞誉性评价。这期间，他还应邀为国家《美术》、《版画艺术》杂志撰写、发表了《大庆版画在探索中前进》、《对大庆版画创作的思考》两篇有指导应用价值的理论文章。1990年后，他又先后被聘为首届全国青年版画大展评审委员、第十二届全国版画展评审委员和第八届全国美术作品展黑龙江省评审委员。
从参加工作时起，范垂宇即坚持业余美术创作。早期在大庆发表、展出作品的同时，还为本厂区和其他指挥部创作、绘制了多幅室外大型宣传画。1972年到1985年，陆续在《黑龙江日报》、《黑龙江画报》、《工人日报》、《奋斗》、《新观察》、《版画世界》、《湖南画报》等报刊和黑龙江美术出版社、人民美术出版社及省和国家举办的美术展览发表、展出了版画《缝补战歌》（组画，3幅）、《大庆战歌》（组画，1幅）、《满身油香迎朝霞》、《毛泽东思想光辉永远照耀着我们前进的道路》、《上井》、《晨》、《夏风》、《采油随想曲》、《油娃》、《油香叶红》、《我们的歌》、《海角天涯》和年画《千里油香处处春》、《女子采油队》、《康庄大道》、《午憩》、《孔雀公主》、《假日》、《贺龙元帅光辉的一生》（组画，4幅，与人合作）及水粉画《采油新工艺》（组画，与人合作）、宣传画《创造油田开发新水平》等优秀作品。其中，有部分作品被选作杂志封面、封底并刊发评论，有部分作品获省和国家级奖。

在二十多年的美术版画作品展览评比中，范垂宇共获省和国家级奖24项。其中，组画《采油新工艺》（与人合作）获全国首届科普美术展览一等奖；版画《油娃》获全国石油职工美术展览二等奖；版画《钻工》获首届中国工业版画展览金奖和全国石油职工文化大赛三等奖；版画《节奏二》获首届中国工业版画展览金奖和黑龙江省第三届文艺创作评比省政府荣誉奖；版画《星光·月光·灯光》获首届中国工业版画展览铜奖；版画《瞬间》和《第一乐章A》获第二届中国工业版画展览银奖；版画《梦》获第三届中国工业版画展金奖和全国版画版种大展铜奖；版画《天地之间》获全国第八届美术大展优秀奖；版画《鹤鸣九天》、《太阳雪》分别获第五届中国工业版画展览金奖和银奖；《鹤鸣九天》又获全国“群星奖”美术作品评比金奖第八名。1989年后，范垂宇还先后荣获“黑龙江省优秀创作群体带头人”荣誉称号、黑龙江省“优秀组织工作者”奖、国家《版画世界》杂志奖和中国版画最高荣誉奖“鲁迅版画奖”。鉴于范垂宇在组建、管理大庆版画创作群体做出的突出贡献和个人在美术、版画创作中取得的显著成就，1990年，他被评定为大庆市首批“专业技术拔尖人才”；1997年，在大庆石油开发37年文艺工作首次总结追溯性的表彰奖励中，他被评为“艺术成就奖”；1998年，被批准享受国务院特殊津贴。
2002年4月，范垂宇退休。退休后，他曾协助市文化局组织了版画创作。2003年3月，他应邀参加市文化交流团赴日本冲绳县具川市开展文化交流活动并举办了“范垂宇版画展”。2008年5月，他又指导监制了大庆市博物馆前厅巨幅壁画《鹤鸣九天》。
