蔡海威，号黄竹溪渔人，广东揭西人，毕业于广州美术学院，现为《广州美术》副主编，广州市美术家协会常务理事，广州市青年美术家协会副秘书长、常务理事，广东省青年美术家协会理事。
作品曾获“第九届全国美展”银奖、“广东省美术作品展”银奖，有作品入选“第十届全国美展”。出版有《蔡海威国画集》。毕业于广州美术学院。
