1938年在地下党的安排下，奔赴革命圣地延安。1939年进入延安鲁迅艺术学院美术系学习。毕业后留校任教。历任边区美术干事、研究员。其间创作了大量的美术作品，在边区军民中产生了深远的影响。

1948年后历任华北文联美术创作委员会副主任，天津文联副主席，天津市文化局党委书记，天津美术家协会副主席，天津书法家协天津书法家协会副主席，中国美协第三届理事。会副主席，中国美协第三届理事。

上世纪七十年代末，出任天津美术学院院长、党委书记，直至离休。

作品《可敬爱的人》获1951年河北省美术作品展一等奖。《焚毁旧契》、《拾麦穗》、《星火燎原》等，入选第一、二、三届全国美展。多幅作品被收入《全国美术作品集》。

 Chen Yin, formerly Chen Yongfu, was born in 1921. They are from Chengguan Town, Xixiang County, Shaanxi Province. Famous painter and calligrapher. Good at printmaking, good at calligraphy.

In 1938, under the arrangement of the Underground Party, he went to Yan'an, the holy place of revolution. In 1939, he entered the Department of Fine Arts of Yan'an Luxun Art College. After graduation, he stayed in school to teach. He has been an art officer and researcher in the Border Region. During this period, a large number of art works were created, which had a far-reaching impact on the military and civilian in the border areas.

Since 1948, he has served as Vice-Chairman of the Art Creation Committee of the North China Literature Federation, Vice-Chairman of Tianjin Literature Federation, Secretary of the Party Committee of Tianjin Cultural Bureau, Vice-Chairman of Tianjin Artists Association, Vice-Chairman of Tianjin Calligraphers Association of Tianjin Calligraphers Association, and Third Director of China Artists Association. Vice President of the Association, the third member of the Chinese Association of Arts.

In the late 1970s, he served as president and Secretary of the Party Committee of Tianjin Academy of Fine Arts until his retirement.

The work "Dear Person" won the first prize of Hebei Art Works Exhibition in 1951. "Burning the old deed", "picking up wheat ears", "sparkling prairie fire" and so on, were selected in the first, second and third national art exhibitions. Several works have been included in the National Collection of Fine Arts.
