陈嘉墉（1926.8—2004.11）别名茄咏，山西吉县人。擅长中国画。1949年后在西北文工团美术组，《西北画报》创作组从事年画、连环画、版画创作及理论工作。1954年后任中国美术家协会陕西分会专业画家。中国画家、书法家、美术理论家。陕西省美术家协会一级美术师、陕西国画院特邀画师、陕西文史研究馆馆员。
作品有年画《幸福生活》，连环画《一筐洋芋》，版画《缘画》、《丰收》、《长安屋檐》等。作品《松鼠》、《春江水暖》被中国美术馆收藏，后者入选《中国当代美术全集》。论文有《花鸟画功能散想》等。

艺术简历
1926年生于山西省太原市
1949年参加革命，西北文工团舞台布景设计与绘制
1952年《西北画报》社创作室从事专业创作
1953年中国美协西安分会成立，成为最早成员之一。创作大量年画、连环画、漫画、版画、中国画。广泛流传的有《梁秋燕四条屏》、年画《幸福生活》、版车《绿化》、《丰收》等。同时兼任美协展览工作室主任和《美术通讯》编辑。
1966年文革开始，被近回乡劳动六年，以木工、油漆、画箱子为生，深刻了解农民生活，为日后创作积累大量素材。
1974年为铜川陈炉陶瓷厂搞设计，创造了失传数百年的刻花刀，复兴了耀州瓷釉?下刻花技术。
1978年美协恢复，彻底平反后回到美协，开始花鸟画创作。
1979年《美术通讯》复刊，任主编，五年间撰写30余篇艺术理论文章。发表于全?国各专业报刊。
1986年首次个展在西安举办，同年应邀赴河南郑州、山西临汾举办个展1989年?第二次个展在西安举办。
1991年《笳咏书画集》出版
1993年美国波士顿“中国艺术家协会”邀请为该会会员。数年间大量作品在国内?外展出，被海内外人士及博物馆、纪念馆收藏。
1994年北京中国美术馆举办《笳咏书画展》。中国美术馆收藏《松鼠》、《春江水暖》作品二幅。
1995年中央电视台做专题介绍，播放《画家笳咏》专题片。《美术》、《中国画》相继发表作品，美术理论家水天中为其撰写评介文章《寓意乐心》。著名文艺批评家阎纲撰写《读笳咏画记》发表。
1998年作品《春江水暖》入选《中国美术全集》（现代卷）同年11月西安举办第三次个人画展。
1999年作品《红梅小鸟》入选《中国当代美术全集》（1979--1999）
