张策(1957年生)，中国美术家协会会员辽宁省美协副主席辽宁工笔画学会会长。
张策是辽宁工笔画界的领军人物，更是铁岭工笔画派的核心人物。在铁岭工笔画陷入低谷的时候，他勇挑重任，带领铁岭画家在辽沃的黑土地上投入地创作，田间、旷野、山林，晨曦、朝霞、暮霭中，留下他们艺术的脚步，在他的指导带领下培养了出100多位工笔画家，其中20多位工笔画家在全国颇具影响，10位成为中国美术家协会会员，形成庞大优异的画家群支撑起铁岭工笔画。他带领铁岭的画家集体创作，把铁岭变成全国画家人人皆知的工笔画之城。如今铁岭画工笔人数之多，参加展览之广，获大奖之众，无城能敌，使“铁岭工笔画”再度令全国美术界惊叹。
众所周知，张策以画鹰享誉美坛。在美术界一提起张策，大家就想到了他画的工笔鹰，同样，一提起工笔鹰，大家也就想到了张策。他的工笔鹰画法别具一格，形神兼备，被称为中国当代画鹰第一人。他的作品一直被海内外藏家以几万、几十万、上百万的价格收藏，他也一跃成为国内外备受关注的画家。

工笔画发展到今天，承载着深厚的传统，然而面对当下，人们现代的生存体验已经与传统经验产生了分离，工笔画如何在继承传统的同时焕然以新貌、如何在传统与当代之间寻找到契合点，张策和铁铃的工笔画家们通过不断的努力和探索，为我们找到了最好的答案。

张策从70年代开始研究中国工笔画，1978年作品就入选辽宁省首届中国山水花鸟画展。从此多次入选省、全国美展并多次获奖：
1989年32岁时创作的国画《雪野》入选全国第七届美术大展；以后又创作出《傲霜图》入选第二届全国工笔画大展，《季秋》入选全国首届花鸟画大展并获佳作奖；《群雄图》入选全国香港回归展并获银奖；《含烟洗露》获“纪念毛泽东同志延安文艺座谈会讲话60周年”全国美展辽宁展区金奖，全国优秀奖；《华露秋芳》获全国小幅工笔画重彩优秀奖；《天地英魂》获全国第六届工笔画大展优秀奖；《瑶池醉月》获“纪念辽宁美协成立50周年”大型美展金奖；《大地回春》入选第十一届全国美展，并在“庆祝建国六十周年”辽宁美展中获金奖等。
