刘硕海(1955年12月—)1955年11月生于天津汉沽。擅长版画。1976年毕业于天津工艺美术学校装潢专业，历任天津工艺美术设计院创作室设计员，天津汉沽区工人文化宫美术干部。
作品有《太行人家》、《静静的海滩》、《渔归》等。现为中国美术家协会会员、中国书法家协会会员、中国版画家协会理事、中国藏书票协会副会长、中国书法家协会刻字艺术委员会委员、天津藏书票协会会长、汉沽版画艺术协会会长，国际第三十二届藏书票双年展执行副主席。国务院特殊津贴获得者。
版画作品多次参加国际、国内大型画展，曾获“版画世界”杂志颁发的创作金牌奖，中国第九届版画展优秀作品奖、日中友协颁发的版画金牌奖，天津市鲁迅文学奖，中国第五、六届藏书票展银牌奖。俄罗斯“MARINE96”国际展金奖，中国八、九十年代版画贡献奖，2008年被评为天津市德艺双馨艺术工作者。曾任中国第九、十、十二届藏书票艺术展评委会委员，国际32届藏书票双年展评委会委员。
中外美术馆、博物馆、展览馆及国际版画、藏书票收藏家及国际友人收藏作品近万件。
1989年在中国美术馆举办个人版画艺术展，1996、1997年两次在意大利举办个人版画展，曾两次在香港举办版画和藏书票展。曾出访三十多个国家和地区，举办了展览和艺术交流活动。2007年策划举办滨海汉沽国际版画藏书票名家邀请展。
