黄笃维（1918年11月—2004年1月)，别名多韦，画家。广东开平人。少年时代就喜欢作画。在开侨中学读书时，曾获学校图画冠军。
1935年入广州美术学校学习。1936年参加中共领导的广州艺协，1938年在开平、新会举办抗战画展。后入上海美术专科学校西画系，1940年毕业。1943年在成都参加由庞薰琴、刘开渠、吴作人等组织的美术会。1943年至1949年曾在成都岷云艺术专科学校、广东艺术专科学校、广州艺术专科学校任教，并在陕、川、粤、港地举办个人画展。1950年至1954年任华南文艺学院美术系副教授，1963年加入中国共产党。后历任中国美术家协会广东分会秘书长、党组副书记、副主席，广东省文艺创作室美术组组长，《广东画报》主编，广东画院副院长，中国摄影家协会广东分会副主席。曾任广东省政协第二、三、四、五届委员，广东美协、广东画院艺术顾问。
黄笃维擅水彩、版画、书法、国画、摄影、美术评论，对古玩、民间工艺美术也很有研究。著有《黄笃维画辑》、《黄笃维水彩画》、《黄笃维国画选》、《黄笃维书法集》等。编著有《广东明清名画集》、《黄新波版画集》、《黄笃维画集》、《黄笃维水彩画集》等。代表作品有《邕江的早晨》、《漓江》等。《选种》入选社会主义国家造型艺术展，为中国美术馆等单位收藏。留有“水濂洞天”石刻（位于东莞市水濂山公园）。
