罗能建(1956.11—)四川泸州人。擅长版画。1982年四川美术学院绘画系毕业；1991年广州美术学院油画专业硕士研究生进修班学习；1998年中央美术学院版画系进修。历任四川师范学院艺术教研室主任、艺术系副主任，四川大学艺术学院美术教研室主任，绘画系主任、副教授。(组画)《阿凡提的故事》入选全国第七届版画展；《乡土情怀》入选第十四届版画展；铜版画《地球、宇宙、新世纪》(三件)入选全国第九届美展；发表论文《浅论工艺美术的传统继承与创新》、《论工艺美术学科中的基础教学》。
