刘鸢，字望峰，号吟墨轩主人，男，汉族，一九七○年生于甘肃岷县。国家一级美术师。现为甘肃省美术家协会会员、中国当代书画研究院画副秘书长、甘肃国画院高级画师、中国国画艺术研究院院士、北京国艺书画院院士。著名画家霍春阳入室弟子，著名画家韩文来入室弟子。
毕业于天津美术学院，主攻中国画写意花鸟，得到霍春阳、韩文来、王慧智、吕云所、贾广建、陈福春、喻建十、刘文生等大家名师亲授，受益匪浅。作品发表于《中国书画报》、《甘肃电视报》、《定西日报》等，入编《中华当代文人书画家精品集》，《图说中国当代美术史》等，《西部时报》、澳门《华人报》、甘肃省政府《发展》等做了专版介绍。出版有《刘鸢画集》、<<中国画名家精品系列----刘鸢作品精选集》（荣宝斋出版社）。2013年作品及传略被编入《图说中国当代美术史》。2013年6月29日《中国书画报发表了天津美院喻建十教授的文章“寥寥数笔的简洁与精致——观刘鸢的花鸟画".
