周明安，1949年生于广州，祖籍山西河曲。现为四川省诗书画院专业画家，国家一级美术师。中国美术家协会会员，成都市花鸟画会副会长。
擅长花鸟动物画，尤善画虎，1972年从师著名画家阎松父先生，修练多年，已臻正果，在当今动物画，尤其是画虎领域，自据一席之地。1986年在深圳、1993年在台湾高雄举办个人画展。其作品多次参加国内外大型画展，作品曾参加1995、1996年当代中国花鸟画邀请展及1993、1994年中国艺术博览会，并先后入选中国西部大地情中国画大展、第二届全国中国画展、全国当代花鸟画艺术大展、纪念邓小平诞辰100周年全国美术作品展等。获2001年法国卢浮宫沙龙展优秀作品奖。
出版有《周明安作品集》、《周明安画虎精品选》、《中国跨世纪美术家画集．周明安中国画动物．山水卷》、《中国当代线描资料丛书．动物走兽百图》、《中国花鸟画名家技法讲座．周明安写意画虎艺术》、《周明安水墨动物小品》、《传世典藏.当代手卷精品.周明安百虎图卷》等。
