冯灌父，名骧、别号平园，四川汉阳人，善画山水，曾为北京人民大会堂作画。[1]1884年出生于今广汉万福镇。1912年考入北洋陆军讲武堂，毕业后，任热河都统署军士教导训练所教育长。1921—1949年，历任四川陆军第二军参议、云阳县知事、四川边防军第六混成旅行营参谋长、川鄂边区绥靖公署少将参军、南溪和奉节两县储运处处长、长寿县税捐处长等职。
50—60年代，冯曾任四川省文史馆研究员和省第二、第三届人民代表大会代表、成都市政协一至五届委员、成都市美术社图画组组长等职，并为全国美术协会及西南美术协会会员。
冯灌父自幼酷爱书画，山水、人物、花鸟等国画作品皆精，张大千曾说：“烟云烘染，人物线条，自愧不如灌父。”冯工书法，尤善擘窠大字，如重庆“朝天门”横额。成都市政府、武候祠、杜甫草堂、江油李白纪念馆、眉山三苏祠、广汉市政协均收藏有冯的墨迹。北京人民大会堂落成后，冯应邀绘《天彭丹景》大型国画一轴，装饰于四川厅内。
1969年4月24日，冯灌父因病逝世。1984年11月，省人民政府文史馆及参事室举办首届书画展览，展出有冯的山水、人物、花鸟等国画遗作，其中《夔门瞿塘峡》及扇面人物尤引人注目。
