陈文芬，1927年出生于安徽省砀山县一个书香之家。祖父陈其忠，字庶臣，江苏仪征县教谕，善书画。父陈相坤，医生。叔父陈相鹏，字云程，亦能画梅，1928年毕业于上海美专，执教于徐州美专。其自幼受家藏书画及叔父陈云程启蒙，1946年就读于徐州师范艺术系，从肖龙锋教授，毕业后一直从事美术创作及辅导工作。曾任襄樊市首届美协主席，湖北省美协理事。现为中国美术家协会会员，湖北省书画院院士，国家一级美术师，襄樊市文联名誉主席，襄樊书画院专业画家。
花鸟作品曾发表于20世纪80年代的《美术》、《中国书画》、《湖北画报》等专业刊物。1994年在台湾出版《陈文芬画集》，并有40多幅作品入选中外各种画集、画谱，入先全国第七届美展、首届花鸟画展及全国花鸟画邀请展，获得过多种奖项。应邀在国内外多次举办个人画展。条目载入《中国当代国画家辞典》、《世界华人美术名家年鉴》、《中国当代美术家人名录》、《中国现代美术家人名辞典》、《中国当代艺术界名人录》等。
陈文芬作品力求推陈出新，有独立高秋、俯仰天地之品格。有古有今，无古无今、又古又今，合古今为一，观之忘俗，思之有情，呈现出一种铸古熔今之美。唐人李益：“十年离乱后，长大一相逢，问姓惊初见，称名忆旧容。”我们与有个性特色的艺术品相识，几乎都是在惊异之时为之赞叹，确有“惊初见”之感。而当品味探微，追根溯源时，又感到似曾相识，忆及“旧容”。“惊初见”是今，“忆旧容”是古，一头是过去，一头是现在，是一脉相传的。看陈文芬的画，总有“惊初见”之感，而细品之，又能有“忆旧容”之概。
钱钟书谓：“骨法，用笔是也。”中国写意画，最讲究用笔之道，没有笔墨，何能写意，哪里还能谈及写意画哩！陈文芬的写意画最讲究写，运笔走线，腕底生风，尽显其大手笔的风采。他在一幅画中自提道：“重在用笔，不走俗路。”“不走俗路”四个字，真可谓掷地有声，应是他数十年之体悟也。他作画随心所欲，神到笔随，何处下笔，何处收笔，中锋、侧锋，不守成规，又笔不逾矩，自有“不俗”之道理。他的《兰为国香》、《画兰》、《残荷》等诸多作品，笔墨精到，各有套路，气势随变，刚柔兼济，深得用笔之妙，尽显写意之功。
