刘元基，山东烟台人，男，中国美术家协会会员，北京中国画创作院山水画工作室专家画家，副研究馆员。
一九六七年毕业于山东教育学院，一九六九年至一九九三年在文化部门从事美术创作及辅导工作。九十年代中期，深造于北京画院中国画高级创作班王文芳、王明明工作室。现居北京。参加由中国美术家协会主办的全国性美术大展，入选及获奖作品；
《延安灯光》获纪念抗日战争胜利六十周年全国中国画大展铜奖。
《坡前坡后尽朝晖》获2005年全国中画大展优秀作品奖；
《家住黄土高坡》获第三届菜乡情全国百名画家中国画展优秀作品奖。
