江西武宁人。号栖云居主人，擅长中国画。1955年于武宁县文化馆从事群众美术工作，1960年调武宁京剧团事舞美兼编剧。1965年后历任武宁县文化馆副馆长，县文联副主席，九江地区文联副主席，九江市美协主席，武宁县人大副主席等职。1987年调江西省书画院，现为该院美术师，中国美术家协会会员，江西省美术家协会理事，江西省文联委员，九江地区文联副主席，九江市美术协会主席，江西书画院画师。在武宁工作期间，曾培养了一批专业艺术人才，多数现已成为画家、教授、作家。
《燎原之火》是陈重印先生毕生的一幅力作，也是作者的成名作和代表作之一。1976年底，由中国人民解放军总政治部、中华人民共和国文化部主办，庆祝“中国人民解放军建军五十周年美术作品展览会”办公室承办的美术作品征集活动在全国各地迅速展开，各地美术家协会高度重视，组织精兵强将的美术骨干分子积极响应此项活动。该活动是对部队美术工作者和其它行业美术工作者创作水平的一次大检阅。
作品根据1928年2月18日，中国工农革命军在毛泽东亲自指挥下，在敌强我弱的情况中，以神速的动作，奇袭了宁冈县政府所在地－新城，击毙、击伤包括敌营长王国桢在内的300多敌军，活捉了伪县长张开阳，取得了根据地创建以来第一个规模较大的歼灭战。一举解放了宁冈县城，缴获了大量敌方物资，有效地弥补了工农革命军的给养。并在伪县政府门前举行了战斗总结大会。会上成立了“宁冈县新城乡工农兵苏维埃政府”。画中描写的就是毛泽东在新成立的政府门前向广大工农兵战士颁发枪支弹药的情景。
此国画创作时间虽在“文革”结束后，但仍富有“红光亮、高大全”的时代特色。技法上采用了中西融合的创作方法，使之人物更具神采，更具真实。人物造型极具生活气息，主要人物有“亮相”的神韵。如前景人物背负大刀，头扎红围巾，双手迎接步枪，虽然背对观众，但结实的身材，稳健的姿态，犹如雕塑般坚实刚劲。而毛泽东形象更是充满自信，仿佛一位和蔼可亲的长者在教导晚辈的亲切形象。他双手握着枪郑重交给工农革命军，表现了他既具有诗人的豪情，又有战略家、军事家的气概。环绕在毛泽东周围的是工农兵战士，个个表现出战斗胜利结束后的喜悦之情。左边描绘了远山与工农革命军在浓烟滚滚，烈焰冲天的战斗场上的情形。这是作者的精心安排，使之画面均衡、饱满。作品朴实严谨，艺术语言大巧若拙，有着强烈的时代感和理想主义色彩。作品瞬间把观众带回到那“星星之火，可以燎原”的烽火年代。
1974年以来作品《农民画家》、《迎春图》、《吟咏图》、《燎原之火》等先后入选全国美术作品展览并在报刊上发表，或被人民美术出版社单幅出版。《梨园雪霁》入选“第八届全国美展”，《净土》入选“首届中国画人物画展”，《吟咏图》获“第九届全军美术作品展览奖”，1982年应邀参加由中国画研究院在藻堂举办的全国条屏画创作，受叶浅予、黄胄诸先生指教。1995年应邀参加由中央电视台、炎黄艺术馆等单位联合举办的写生、创作活动。主要作品有《迎晓图》《净土》、《燎原之火》、《毛主席重上井冈山》（合作）、《农民画家》等。《迎晓图》、《大树》等由毛主席纪念堂收藏，《毛主席重上井冈山》（合作）发行量仅次油画《毛主席去安源》。著有《修养漫谈》、《笔墨优势刍议》、《李可染回顾展观感》等论文。出版《当代江西美术家精品画展——陈重印画集》，传略收入《中国当代国画家辞典》、《世界华人美术名家年鉴》、《中国当代艺术界名人录》、《中国画年鉴》（1994）、《中国美术年鉴（1949—1990）》等各种典籍。
