张铁军，1938年3月生，河南兰考人。擅长中国画。1966年开封师范学院毕业。历任山东东明县文化馆美术干部，山东荷泽地区美术创作组创作员，开封市组建河南朱仙镇木版年画社副社长、副编审，开封市文联创研室主任、研究员。作品组画《四笔阎王帐》(合作)、《启母石的传说》两套，由中国美术馆收藏，《做九图》参加全国美展。
出版有连环画《黄河铁堤》、《龙凤镯》。1997年受台湾“作家艺术家联盟”之邀赴台湾进行文化交流，并在台中市立文化中心及宜兰市立文化中心成功举办个展。论文有《女工工艺文化与民间习尚》，《朱仙镇年画的起源与推想》等。中国美术家协会会员，中国工艺美术学会民间美术专业委员会委员，河南省民间美术学会副会长，开封市美术家协会顾问，享受有突出贡献专家待遇。
