赵际滦，1962年生于山西省大同市。1984年毕业于中央工艺美术学院（现清华美院），师从吴冠中、张仃、刘巨德、钟蜀珩等先生。现为中国美术家协会会员，清华大学吴冠中艺术研究中心研究员，山西美术家协会理事，山西出版集团名作欣赏杂志社副总编兼美术总监；名作欣赏书画研究会会长，山西省艺术研究创作中心研究员，山西省人大大众书画院副秘书长。云冈画院名誉院长。
作品多次参加国内外美术大展，多次获奖。作品及评论文章屡屡见诸各大报刊杂志，个人传记入集多种大型典册，多次应邀在京和地方成功举办个人画展及联展，有数十幅力作被海内外资深机构和私人藏家收藏，发表学术论文多篇，有多本个人画集出版。
