罗兴华??1956年生于桂林，中国美术家协会会员，桂林电子科技大学艺术与设计学院中国画教授，学科带头人，硕士生导师，学术委员会主任；中国少数民族美术促进会会员，桂林八桂画院院士，桂林画院院士，南方书画研究院名誉院长；?2012年完成了重大历史题材美术创作《华夏历代帝王图卷》，也称《365位皇帝图卷》。曾任广西正高职称评审及工艺美术高级职称评审专家，广西全国美术高考专家。
其作品多次参加中国美术家协会主办的全国主题性大展，并多次获奖，作品入编各类大型画册和中国名家作品集以及在各种报刊杂志上发表共190多件，《侗乡三月三》等作品被北京民族文化宫、美术馆等国家级单位收藏。其传略被收录入《中国画家名人录》、《世界华人艺术家名人录》等大典。1988年荣获由广西壮族自治区人民政府颁发的首届振兴广西文化艺术创作最高奖项——铜鼓奖。二十多年来，他全身心地研究中国山水画创作，其作品，吸收了文人画优秀的笔墨传统和古典青绿山水亮丽纯静的色彩风格，独到见解地创建了即有文人画笔黑情趣又有古典青绿特色的绿雅清新的现代青绿山水画。画作风格，在目前可说是西部地区仍至全国独一无二的。2005年，由国际出版公司出版《青绿山水画研究》，2004年9月由北京工艺美术出版社出版《罗兴华作品集》等专著；在《美术》、《美术观察》、《装饰》、《民族画报》、《世界知识画报》等国家级艺术类核心期刊上发表学术论文及其作品68篇。1982年毕业于广西艺术学院。曾任桂林民族师范学校高级讲师、桂林工学院副教授，现为桂林电子科技大学教授。发表的论文主要有《关于现代青绿山水画“反叛”传统之我见》、《关于运用绘画速写进行原创性设计
