白嘎力，蒙古族，1972年生于内蒙古赤峰市；1996年毕业于内蒙古师范大学美术系，获学士学位；1999—2002年于内蒙古师范大学美术系攻读工笔人物画专业研究生，获硕士学位；现为中国美术家协会会员，内蒙古师范大学美术学院美术教育系中国画教研室讲师。

2、毕业作品“牧歌组画”之“金秋”、“风沙无情”、“月圆之梦”等作品被内蒙古师范大学美术系收藏。
