包信源又名新源，号蝶生，何必斋主。1959年1月生于江苏镇江市，祖籍泰州。下过放、当过兵，曾供职于镇江市群众艺术馆、镇江中国画院，2006年调入江苏省文联工作。先后就读于南京艺术学院，中国艺术研究院，中国画研究院。现为江苏省文联委员、山水画家、国家一级美术师，中国美术家协会会员，江苏省动漫艺术家协会副主席兼秘书长，中国人民大学特聘教授，江苏省美术家协会理事，江苏省国画院特聘画家、书法家。
包信源，现就读于中国画研究院龙瑞工作室首届山水画高研班。
山水画作品1990年获上海全国艺术博览特等奖、一等奖，2003年入选第二届中国美术金彩奖全国中国画作品展，2003年全国中国画作品展（优秀奖），《高山流水》第二届当代山水画名家（15人）邀请展，2004年全国中国画作品展（优秀奖），自然与人——第二届当代中国山水画·油画风景画展，中国画研究院2005年度提名展，2005年中国百家金陵（中国画）作品展。中国画研究院首届龙瑞工作室山水画全国巡回展，文化部中国画名家作品提名展，2006年中国国家画院龙瑞工作室课题研究班山水画结业作品展，2007年“河山如画图”——河山画会成立二十周年暨中国人民大学成立七十周年纪念画展，重庆立场·中国当代艺术大展、当代中国画名家手卷作品展等。
作品多次专题发表于《美术》、《荣宝斋》、《美术观察》、《艺术状态》、《中国文化报》、《中国书画报》、《美术报》、《画刊》等报刊杂志。出版有《包信源山水画集》、《包信源写意山水》、《包信源山水画自选小品集》、《21世纪有影响力画家个案研究·包信源》、《中国画名家画库山水卷·包信源》专集等。
