生于1940年，山东莱芜人。
1966年毕业于山东大学，机械工程研究员。
中国美协会员，山东画院高级画师，泰安市美协副主席，东岳书画院院长，中国书画艺术家创作中心会员。
山东画院高级画师。
曾任政协第八届山东委员、第九届泰安市政协常委、泰山区政协副主席、中国民主建国会泰安市委副主委、山东国泰拖拉机股份有限公司董事长总经理。
牛其英先生，出生书香门第，自幼酷爱书画，虽然在大学期间学的是工程机械专业，毕业后又长期在机械工程战线工作，
但他与书画的情缘却随着年龄的增长愈见浓厚。
多年来他潜心钻研、临池不辍、持之以恒，并为此付出了艰辛的劳动，使他终于在艺术创作上取得了令人瞩目的成就，
成为当代书画名家。
