刘德功，1962年出生于山东鄄城，1991年进修于中央美术学院国画系。作品多次参加中国美术家协会主办的全国性画展并获奖。1997年被中国文联、中国美术家协会授予“中国画坛百杰”、1999年被中国文联评为“中国百名优秀青年文艺家”并列席建国五十周年“向祖国汇报百名优秀青年文艺家创作经验交流会”。同年作品分别获“中国画三百家”金奖，“第二届中国煤炭艺术节书画摄影大展”银奖。其艺术成就被中央电视台“美术星空”栏目，河南电视台、郑州电视台、平顶山电视台、平煤电视台等专题报导。作品多次发表于国家级报纸和杂志，并被国内外艺术馆和收藏家收藏，艺术简历编入多部美术家辞典。并出版中国美术家协会主编的“二十世纪末中国画百杰画库”刘德功专集。百杰画家刘德功作品集和刘德功国画小品系列。
现为中国美术家协会会员，中国美术家协会河南创作中心专职画家。
中国煤矿美术家协会副主席，河南省国画家协会常务理事。
