1952.07生，满族，吉林扶余人。擅长中国画。1973年毕业于哈尔滨师专，1980年毕业于哈尔滨教育学院，后在哈尔滨第五十九中学校任教。现为黑龙江省美协，黑龙江省美术馆二级美术师。中国美术家协会会员，中国书法家协会会员、中国楹联学会会员，黑龙江美术馆、黑龙江美术家协会驻会专业画家，国家一级美术师。
2006年4月，中国国家博物馆21世纪首届中国书画名家收藏展收藏焦墨山水作品《八月兴安岭》、《一壑松风》。
2005年1月，广州艺博院举办“张少华山水画展”，出版画集《张少华山水画集》。
2003年，与香港视觉艺术交流会签约出版写生作品集《兴安岭采风》样书。
2003年，与《江苏画刊》签约出版“画刊提名21世纪优秀艺术家”系列画册之《黑龙江风韵》样书。
2003年，国画作品参加“庆祝中央电视台成立45周年名家书画作品邀请展”，并编入《2003年中央电视台书画作品集》。
