韩天眷（1894.7-1983.9）斋名双天阁，著名画家、教授。原籍镇江，出身书香门第，他的大姐韩石渠就写得一手好文章（韩石渠是著名桥梁专家茅以升的母亲），早年受到海派大师任伯年清新明丽、雅俗共赏的画风影响；晚年客居扬州。1883年辞世，享年90岁。
26岁入上海美术专科学校学西洋画，师从著名书画家吕凤子先生，汲取了爽利而苍劲浑厚的笔法。
1926年毕业，被校长刘海粟提名留校任教，在求学与任教期间，受到潘天寿、刘海粟的教诲画艺大进。先后担任江苏省立第九师范、江苏省立南京中等学校图画教员。1937年起入大学工作，在江苏省立教育学院、中央大学、国立社会教育学院任助教及教授。建国后在华北革命大学学习一年，1950年受政府委托，与吕斯百、洪毅然、刘文清、方匀分配到甘肃西北师范学院、兰州艺术学院等任美术教授兼艺术系主任。画速写、练书法常年不辍。
作品有《荷池秋色》等。其“荷池之秋”图在参加全国第二届美术作品展后，为中央文化部收藏。花鸟技法，具有独特风格，多是兼工带写，顺逆相兼。所画蛇雀、八哥新颖别致，日本画界人士雅称他“韩麻雀”。
所画长卷国画《战斗在乌鞘岭上》、《风雪战洮河》等极富生活气息。舒服，楷、行、隶、篆无不精湛，魏体尤为出色。诲人不倦，常以“书至画为高度，画至书为极则”的道理教育学生，要求“习画者必须要有诗、书、画、印四位一体的全面修养。”，论文《书法与绘画》等。
1960年被评为甘肃省先进工作者，同年作为甘肃省文艺界代表，出席了第三次文代会。
曾是中国美术家协会会员，九三学社社员，甘肃省政协委员、常委。
