郑剑君曾用名建军（又名杰文）毕业于南京艺术学院，中国美术家协会会员，泰州美术协会副主席，泰州书画院副院长，泰州美术馆副馆长。画家早期以书法篆刻入手，后研究山水、花鸟，毕业后以人物画创作为主。
先后师从于江苏师范大学美术系教授、硕士研究生导师杨振廷教授、中国美术学院中国画创作实践与理论研究博士董文运教授，专门从事水墨人物画的研究。

2004年编绘出版连环画系列丛书《美丽的秦皇岛之碣石山的传说》河北美术出版社出版
