廖心永，男，四川内江人，擅写意人物画。80年代有连环画十余部出版发行；90年代有写意人物画参加国内外各级美术大展并获奖，且辑录于国家级大型画册。
 其代表作为：《秋思图》参加98年文化部主办全国首届扇面画大展，并编入大型画集；《山花》参加92年加拿大首届“枫叶杯”国际水墨画大展获优秀奖，同时辑入画集；《爱莲说》参加96年四川中国画精品展，同时编入画集；《盛世礼乐图》参加99年中国美协举办的《中国画三百家》美术大展，并编入画集；《薰风曲》参加99年中国美协、中国诗书画研究院主办的纪念建国五十周年美术大展，获优秀奖，并编入画集；《春江花月夜》参加2000年中国美协主办的21世纪澳大利亚中国画大展；《刘克庄词意》参加2002年中国诗书画研究院主编的千古绝唱《唐诗宋词典藏集》；2004年，现代人物作品《欣风》参加中国美协主办的《纪念邓小平百周年诞辰》全国美展，获优秀奖，并编入大型画集等等。
98年，内江电视台作了《莲子清如水》廖心永仕女画创作的专题报道；2002年，在成都由四川美协、四川中国画研究院主办，内江森大书画院协办举办了“廖心永中国画展”，同时，四川卫视作了《情倾笔墨写婵娟》廖心永新古典主义仕女画的专题报道；其它如《人民日报》海外版、《西部观察》、《中国书画报》、《美术大观》、《东方美术》、《美术界》、《国画家》、《四川日报》、《成都晚报》等报刊曾作多次报道和专栏介绍。出版有《廖心永中国画选》、《廖心永国画集》。
 现为中国美协会员，内江市美协副主席，四川中国画研究院画师，中国诗书画研究院研究员，四川彩墨画研究院艺术顾问，四川森大书画院副院长，成都青羊书画院副院长。
 廖先生专攻人物画，尤其擅长古今仕女。他笔下的仕女高贵华丽，美艳而不俚俗。其创作风格的形成，经历了长期的摸索和提炼。创作的题材基本上是传统的，但作品中的位置经营、色彩组构却符合现代文化的审美观。由此形成既古典又现代，既神秘又浪漫的交响浑成，被美术界誉为新古典主义的成功探索者。《廖心永国画集》为中国香港东方艺术中心所出版。
 其作品如《吉祥花雨》为东方美术收藏，另有多幅作品为业内人士和爱好者珍藏。在展览中还可以看到《琴棋书画》、《春夏秋冬》等具有代表意义的作品，参观者可以尽情地体会到廖先生在国画艺术上的造诣，感受到国画“以旧出新”的无穷魅力。
