祁博文（1924——2013）中国书画家、美术教育家。四川荣县人，毕业于四川省立艺专和西南师大·师从李有行、吴作人、庞薰琴、何方华、罗文谟等艺术大师。现为四川省文史馆员、省美协书协会员、省政协书画院特聘荣誉画家、徐悲鸿、张大千艺术研究院顾问、成都翰林艺术学院教授、国画系主任、研究生导师等职。1995、2000年两次被评为该院先进教师。2013年12月26日在成都逝世，享年89岁。
从事绘画、语文教学50余年，形成重气韵、富传神、简练、苍润、老辣、寓巧于拙的画风。长于写意花鸟画和行草书，尤擅写梅，有“祁梅花”之誉。曾在省政协、省美协举办个展后，四川、云南、中央国际电视台相继报道实况。作品多次参加国内外大型书画展并获一、二、特、铜、金奖。著名书法家张爱萍将军和著名写意花鸟画家孙其峰教授曾其书画作品亲笔题词。创作葫芦在上海展出时，上海文史馆老画家糜耕耘先生赞曰：“祁博文的葫芦，颇引注目，笔墨奔放，在昌硕、白石之间，且有新意”，祁老且写有一手好字，因而其书法早已镌刻在国际风景名胜峨嵋山、张家界、云南丽江香格里拉等地供人欣赏。不少书画精品被海内外专家、学者、博物馆珍藏。1998年出访日本期间受到议员何合正智、水墨画会长高桥广峰的高度赞扬并热情盛宴款待。因此、经艺术有关部门的终审授予：“国际书画艺术名家”称号。传略和作品入编《日中现代美术通鉴》等十多种名人录。出版有《祁博文书画集》、《写意花鸟画基础技法》、《写意花鸟画教学录相带（四盘八讲）》等。
2013年12月27日7时16分，被誉文“祁梅花”的本土画家祁博文在成都因病去世，享年89岁。
