白恩平，男，1965年6月18日出生，1988年毕业于西北民族大学美术系，大学本科，获得文学学士学位。2003年7月毕业于北京师范大学发展与教育心理学硕士研究生院；高级中学教师，省美术家协会会员，省青年美术家协会理事；甘肃省某美术教研室负责人，现任甘肃省某单位副主任，甘肃省美术家协会理事，甘肃九年义务教育《美术》教材主编；兰州画院专业画家，国家二级美术师。
主要获奖及研究成果
1998年9月，被市委、市政府授予优秀教师、先进工作者称号；
2001年3月，荣获市级骨干教师；
2001年，撰写的论文《少年宫美术专业教学实验纲要》获得第三届全国少年儿童美术理论研讨会优秀奖，并收入论文集；
2001年7月在首届全国少儿美术教育“三十大”评选活动中，被评为全国十大少儿美术教育家；
2003年3月被评为2003年度全国少年儿童校外教育优秀理论研究工作者；
