罗彬，女，土家族，湖南省张家界人，现为中国美术家协会会员，湖南省女画家协会副主席，北京南海画院院士、研究员，北京红森尚艺画院特聘画家，吉首大学张家界学院特聘教授，张家界荷堂艺术馆特聘画家，张家界市永定区文联党组书记。
 1989年毕业于湖南工艺美术设计学院，2005年进修于中国美协首届山水画创作高研班，2007年进修于中国国家画院范扬工作室，作品多次参加全国大型展览并获奖。部分作品还被《人民日报》、《美术》杂志、《中国书画报》、《解放军画报》刊登。

作品参展、获奖情况：
2001年山水画《魂系天门》入选中国美协“纪念毛泽东在延安文艺座谈会上讲话”发表六十周年全国美展，并在湖南展区获铜奖。
2003年山水画《初日》入选中国美协第十七次新人新作展。
2005年山水画《峰色秋还好、云容晚更亲》入选中国美协2005年度中国画展。
2006年山水画《田野》在中国美协“纪念长征胜利70周年”中国名家暨中国美协首届高研班优秀作品展中获优秀奖。
2006年山水画《天门仙境》入选中国美协黄河“壶口”杯全国中国画提名展。
2006年至2010年，先后在郑州、济南、合肥等地举办联展。
2008年、2013年先后两次在张家界市举办个人绘画作品展。
2012年参加由中国青年美术家协会、广东省青年美术家协会、中山市美术家协会、中山书画院联合举办的“品墨金风”20人国画联展。
 2013年12月参加“中国徐悲鸿画院书画院成立暨当代中国山水画名家邀请展”。
 2014年6月应邀参加“中国首届田园山水画邀请展”（江苏海门）。
 2014年7月应邀参加“纪念陕甘边区苏维埃政府成立80周年”百名画家走进红色南梁采风展览活动。
