林琳，祖籍山东栖霞，曾进修于中央美术学院中国画专业。国家一级美术师，中国美术家协会会员，中央国家机关美术家协会常务理事、副秘书长，中国汉画艺术研究院秘书长，享受政府特殊津贴。
 擅长中国山水画，自能吞吐八荒，舒卷风云。精于人物画而顾慕汉风，以古求新，别具一格。注重传统水墨表现与现代审美形式的完美结合，追求画面张力和视觉扩充，构图开张、气势恢宏，是活跃于当代中国画坛的实力派画家。
 作品先后入选文化部和中国美术家协会主办的“第八届群星奖画展”、“第九届全军美展”、“世界华人画展”、“迎澳门回归画展”、“纪念孔子诞辰2550年中国画展”、“庆祝建党80周年全国美展”、“纪念讲话60周年全国美术作品展”、“首届全国壁画大展”、“第十届全国美展”、“第十六届国际造型艺术美术特展”、“首届中国美术家协会会员精品展”、“第三届中国美术家协会会员精品展”、“第四届中国美术家协会会员精品展” 第七届中国美术家协会会员精品展”等专业展览，并分别获金奖、银奖、优秀奖、佳作奖、成就奖等奖项。
