张小瑛，1958年生于射洪。先后在中央美术学院、中国国家画院进修。作品曾获“四川省第八届巴蜀文艺奖”、“纪念抗日战争胜利六十五周年金奖”，并有多幅作品在各展览分获一二三等奖及优秀奖。其艺术成就多次在中央电视台书画频道、四川电视台“巴蜀画谈”、射洪电视台等拍摄专题片报道。
生于教育世家，自幼随父学画，受其父画家张扬学的影响，幼好丹青。40岁时被藏画高远苍凉之风吸引，加入著名画家敬庭尧“海拔5000m”创作团队后，创作成果纷涌而出，大量反映高原题材的美术作品参加全国和省市展览并获奖。
