陈作丁，原名作鼎，1922年生于四川省永川县。1943年毕业于壁山正则艺专，师承艺术大师吕凤子先生。笔耕画坛六十年，涉猎中国画诸领域，均有建树;1948年在重庆举办首次个人画展，推陈出新出峡江荟荟众生相，报载:"这个26岁的海员的作品是属于人民的";1964年创作的《女领航员》入选国家展览，并被中国美术馆收藏；1990年、1993年分别获中日美术交流协会、中国残疾人协会颁发的金质奖章；多次受韩国、日本、新加坡、法国及台湾等地邀请，巡回展览，在当地掀起“长江热”的效应。
1984年，率领《万里长江图》创作组诸文龙、刘一原、魏康祥、乐建文、黄志六位画家上溯江源、下涉东海，行程七万余里，创作巨幅国画《万里长江图》（150米长卷），在中国美术馆和深圳美术馆展出，在人民日报、星岛日报及香港文汇报等海内外各级报刊上发表。中国美协主席吴作人题写画名《万里长江图》。
1979年湖北省有代表性的十位画家组成（晴川画会），为国内最早的画会之一，被推为会长，同年在武汉举办（晴川画会）展览，引起轰动，中国画坛誉为"长江画派"在崛起；使沉寂了多年的中国画坛出现生机，并在北京、西安、重庆、成都等地巡回展出，影响极大，在北京展览时，引起美术界强烈反响，称誉（晴川画会）是中国的“长江画派”。

进入80年代，艺术家一改单一创作倾向，冲出一大批强调时代精神与个人风格相结合的代表人物。艺术家陈作丁、汤文选、张善平、魏扬、周韶华、邵声朗、鲁慕迅、冯今松、刘一原、唐大康等人，他们在琴台举办画展，恣意挥毫，直抒胸臆。
陈作丁近年来更是潜心研究山水画、闭门谢客、读书论著、勤奋创作、或浏览名胜，无数次登临黄山、桂林、三峡、峨嵋及青城山等名山大川，积累了大量素材，技法更为纯熟，追求苍健、浑朴、雄伟、厚重画风，形成了自己独特的风格。往往神气纵横，时时意笔纷披，一笔画力能扛鼎，泼墨染满纸云烟，进入了天人合一，人画合一的自由境界。偶及花鸟、走兽，也另有一番情趣。作品为国内外博物馆和中外艺术爱好者所收藏。
现为中国美术家协会会员、武汉美术家协会顾问、武汉文史馆馆员、晴川画会会长、湖北画院院士。
